POTUS is an acronym for President Of The United States. This puzzle has two sets of clues. The harder clues are much more challenging.

For example, given the harder clue POTUS + PUPA = Creates a housing problem, the answer would be ROOSEVELT. This is found by figuring out that OVERPOPULATES means creates a housing problem (the hard part of the puzzle), then subtracting the letters PUPA to leave OVEROLTES. These letters anagram into ROOSEVELT, a President of the United States.

The easier clue would be POTUS + PUPA = OVERPOPULATES. Here you only have to subtract the letters PUPA from OVERPOPULATES and anagram the resulting letters into the name of a U.S. President - in this case ROOSEVELT. In one case, no re-arrangement of letters is necessary.
