MAKE A PROVERB III

Change one letter in each of the (nonsense) phrases below such that the new words formed are the first two words of a familiar proverb. For example, given the phrase BLOND AS, you would change the N in BLOND to O and the A in AS to I, to get BLOOD IS - the first two words of BLOOD IS THICKER THAN WATER. Can you name the two words and complete the proverb? #10 has two answers.
