INFERRED ANAGRAMS XVIII

Each sentence below contains two words or phrases which can be expressed in a different way such that the rephrased versions are anagrams of each other. For example,

As one grows older, hopefully he becomes wise.
 
The two related anagrams, by inference, would be AGES (grows older) and SAGE (wise).
 
1. They highly praise water-based paint.
