Clues 1, 2, and 3 are 8 hours late. They should be:

2 o'clock feeding (as for a baby)
 
Clues 4-7 are short the word "quarter."

French Quarter
 
The three 8-hour differences = 24 hours = A day
The four quarters = A dollar
 
Expression: A day late and a dollar short.
