TWO RHYMING RIDDLES

Two of us are greater than ten,
Without me, it's hard to begin.

You see me and you hear my brother,
Who makes the child flee to his mother;
I am bright and my brother is loud,
We often appear to come from a cloud.
We come together, though we seem apart,
We're sometimes tracked on a weather chart.
