Portland, Oregon is a deep-water port with many ocean-going ships entering and leaving by way of the Columbia River. As a result the Coast Guard is constantly on the alert for oil spills that could damage the ecology of the great waterway.
The commander of one Coast Guard detachment was eager for his men to practice setting out the floating boom that contains the materials to clean up a mess. He couldn't spill real oil on the river, of course, so after much pondering and some inquiring finally located a large supply of a biodegradable substance that would float - popcorn.

Coast Guard men prepared to go into action. But it was all for naught. What happened that ruined the entire operation?
